What are they for?

Well, this one is a warrant for "Food assistance for Oct.". Comes out to around $2.00 per day, assuming 22 school days that month. $2.00 a day back then would feed a lot of kids. Maybe Randolph Sparks provided food as a vendor. Maybe he worked in the lunch room as a contractor and this was his pay. You would have to do some research to find out.

Why does he collect them?

Who is he? Maybe he is Sparks relation. Maybe he went to school there. Maybe his ancestor signed the check.

How to their rarity ?

No easy way. Try to find more of the same.

Slerk, I think many of your questions will be answered if you read this thread -- http://goccf.com/t/178681

Rarity is not relevant where checks are concerned. The most important factor is desirability. If the check has visual appeal or relates to a collector's hometown or some personal theme, then it will have more value.

So this is a pretty big and still poorly studied topic? Is this topic popular in the US?

I would say no -- there are not many collectors in the US, compared to coins or stamps. Checks usually have the most interest to paper money collectors, as a secondary collection. Also to autograph collectors when signed by a celebrity.
