I can't seem to nail this one down
I assume its 1st century and my first "guess" was Tiberius and ....
Someone !
Nor do I seem to find the countermark T K C
(Ti Claud Caes?) anywhere
The type seems to point to the Balkans (dimple in center) but so far I come up empty
Of course if I can coax a bit more legend that would help too
But these things take time

this countermark was used by Apollonia ad Rhyndacum to mark a change in title for Trajan's sole reign after the death of Nerva. See Howgego 566

Interesting though ....
As pointed out by Victor the TKC countermark was added to indicate the change in Trajan's status
ie his "elevation"
So obviously the coin was issued prior to Nerva's "deification"
Both portraits show the men laureate and the legend reads
ΑΥΤ ΝΕΡΒΑΣ ΑΥΤ ΤΡΑΙΑΝΟΣ ΝΕΡ
(granting to both men the same title of "autocrat")
The only real difference being Nerva gets top billing
So it has all the attributes of a joint reign of equals without any indication of Trajan holding the junior rank (Caesar)
which coins of both Titus and Domitian did previously

Methinks this one is a "keeper"
