First off, I'm certain it's not Celtic. I've never heard of Celtic copper coins. They probably do exist for some of the more Romanized Celtic states; I've just never seen or heard of one. Far more common are the silver and debased-gold coins. CoinArchives has a whole list of coins for Epaticcus, which shows you the style of coins this Celtic ruler were making in the first century. So, what then of your coin? I believe it's from the opposite end of the ancient world to the Celts: the Kushan Empire, way over in what is now Afghanistan, India and Pakistan, issued during the reign of King Vima Takha, also known as Soter Megas.
