It looks like a very soiled Fine note that has been cleaned but didn't dry well so mould developed on the back. The "tell" is the lack of colour & black spots on the reverse. Also, the planchettes are dulled or nearly black (on the back). The note should have almost as much purple as the 1937 $10. You will find a huge number of dulled 1935 $2.00 $5.00 $10.00 & $20.00 which were washed & pressed (unfortunately).

Compare my second BC-3 (processed English $2) posted August 8th with the certified
EPQ one posted August 4th. See the difference? The 2nd washed note has duller black & blue. The dulled black could be just from wear/exposure to sun but the blue should remain. Now check out my heavily soiled Large seal $20 (BC-9) with the #39 & stains. It actually has pretty decent original pink colour b/c it wasn't washed (one of the few!) [Unfortunately, the stain & graffiti would detract from "original" designation if it were VF but it also has surprisingly firm paper]
This is one of the reasons the
EPQ (unwashed/unpressed) notes keep going up in price. It has finally dawned on collectors, how tough these original notes are!
