It is actually Phillip II as Caesar (KECAP) AD 244-7
With the honorific CEB (SEBASTIAN) it would date to AD 247-49
While the condition of this coin is not unappealing .
Remember that these coins were produced in impressive quantities in reasonably good silver and at a time of inflation
Within a decade silver coin had virtually disappeared in the western empire
These tetradrachms were frequently hoarded and can often be found in a near uncirculated condition
(bad money chases out good money !)
I would grade it at no better than Fine
