It looks like glue. A Sheild cent may have been stuck to this coin at some point. I might chip off, or you can soak it in acetone to see if it dissolves it.

A new shield cent was pressed into the nickel, most likely in a vise. Normally you can tell because the lettering is backward. Notice how unum is on the wrong side? If that was done by a die, it would be on the right side instead of the left.
to CCF. as Yoko stated, there is glue on this coin. The glue was used to make an impression of another coin on this one. A good acetone soak should relieve the coin of its burden.

Well I'm glad you're open-minded. We get an occasional member that leaves here in a tough "knowing" it's not glue and sure we have no idea what we're talking about.
