Looks like it might be a moneychanger's mark.
Outside of the US, some moneychangers (particularly in Asia and the Middle East) will put little stamps on the foreign notes that they've verified to be authentic - not entirely unlike the practice in past centuries of stamping "chop marks" onto foreign silver coins.
In any event, no, it's not any kind of printing error.
