the only way I 'think' that this could happen if when setting up the press they struck the quarter first (you can see the entire quarter if you loo close enough in the area where the cent was struck)
Then they changed out the dies from the quarter to a cent and reset the already struck quarter in the collar and then struck the cent onto the quarter.
The way I see it, if the quarter was struck then 'fell' into the feed for the
Lincoln Cent it (the quarter) would NOT fit into the cent sized collar.
and seeing how the cent strike is off center from the quarter makes sense seeing how everything gets dissembled to change out the dies.
So I call this one a "Mint On Purpose" strike
