It is a little difficult to see in the scan, but the 3 looks looks odd to me. Kinda like it is a cut off eight or something.

I am not sure how to improve the scan, I used the highest resoulution.

Just damaged. Most likely from a coin sorter or rolling machine. 7 is also flattened on the bottom.
