Post Mint Damage done by a coin counting or rolling machine. We see that kind of damage on the 0 quite often. We see it exhibited as a "slanted 1" on 1961 dated cents as well.
In the overall scheme of things when you see enough cents, this is a relatively common form of Post Mint Damage.
