What is is "treatment?" Does this mean it's illegal to elongate cents and nickels?

There has always been a question of the legality of elongates because it has always been illegal to mutilate U.S. coins.

The United States Codes under Title 18, Chapter 17, and Section 331, "prohibits the mutilation, diminution and falsification of United States coinage." However, it has been the opinion of some individual officers at the Treasury Department, though without any indication of approval, the foregoing statute does not prohibit the mutiliation of coins if done without fraudulent intent or if the mutilated coins are not used fraudulently.

I guess the word "fraudulent" has been the key to the treasury dept.'s past attitude to overlook the legality of elongates in the U.S.. How this new stand will effect elongated cents is anybody's guess. Maybe we will see an increase in dime and quarter machines.

Phew! I was getting worried about the potential rampant hoarding of our meager billions and billions of pennies.

Ironically it might sound, maybe it will be legal to elongate them first. Now, the coins are not legal tender any more. Melting them might be OK!

It's an interesting word that they used. Seems greyish enough to be applied to just about any aspect of coin collecting. If you put a coin in a lucite holder is that treatment? What about dipping, or "conserving" or artificial toning? When the nickel police show up, can we be arrested for having too many potatoes in the house--Hoarding nickels with intent to treat with artificial toning?

Why are they even worried about it? Copper stockpiles are increasing and construction is dropping off and with it copper demand.
