Its the exact same size as a quarter thats why I asked. Incomplete planchet of some sort maybe? Also the outer rim is reeded.

It's a slug, meant to fool parking meters and vending machines.

I've seen blank planchets missing their clad that look like this...but they dont have a reeded edge..?

I agree with the slug. I still have a few from back in the 70's. Their color ranged from this color to silvery and almost
black. Notice how one side looks rounded and the other square
as well as the beads. I do not see any reeding but ?
That effect mentioned above can be caused by a hydraulic
punch press.

Heres the reeded edge. Slugs I know of dont look like this. I'm sorry but I disagree with a slug.

the reeding is convincing, but like mentioned it could have indeed be done with a hydraulic press however if it's the exact diameter and weight then you may have something there. Still a neat find except your out 25¢.

i dont have a gram scale just an ounce scale so weighing it is out of question. This is the best I can do.

With that pic. of the reeds not a typical slug.
It looks coppery but just for the heck of it is it
magnetic ? Also seems a little thinner than a normal U.S. quarter. Might be either foreign or a missing clad layer.

I have seen them before. It is just a copper slug that has been given a reeded edge. It is not a US mint product. Remember that in the US mint the reeded edge is applied DURING the striking of the coin. This piece has not been struck so the reeds had to come about by a different method. Possibly either by punching the blank from the srip through a reeded hole, or forcing the blanks through a reeded collar. (That was how Ira Reed created the 1937 reeded edge cent and nickel sets.)
