Double F7 Counterstamp On Philippine F7 C/S On Peru 1825?

Hi. I got this coin last week.
Its a Philippine F7 C/s coin with a Peru 1825 host coin. I am just wondering if the counterstamp can be considered double c/s.
I think the F7 counterstamp was struck over a previous F7 counterstamp. I can see part of the first c/s on the right side of the current F7 c/s.

I hope I can get your ideas on this coin.
