This is a very corroded Theodosius I, The reverse is not too bad and the mint mark is is strong. However with my eyes I can't seem to make it out. At first I thought it was CONS, but on a closer look it doesn't appear to be

Hmm, that sort of looks like "?MD?". This is just a wild guess, but might it be Mediolanum (Milan, Italy)?

I don't think this is Theodosius but Arcadius or Honorius. The reverse is VIRTVS EXERCITI victory crowning the emporer.
Take a look at the RIC list :

I'm with Eddop on this. I looked last night and decided it wasn't a Theodosius I and planned on further examination today. I think Arcadius or Honorius are better matches.

I agree also.

But the third letter that Archraz mentioned that looks a D is the real mystery.

It must be another letter filled or encrusted.

It would have to be an E T N K or an H. E seems most likely IMO.

Unless the C is entirely missing in CONS then maybe it could be an S?

The legend is just about impossible to read, I was just able to make out three letters that appeared to be DOS so I went with Theodosius, more a guess than anything else. Arcadius and Honorius does appear to be the better choices. I'll check them. Thanks.

I'm fairly sure now that it is Arcadius, but I'm still not able to come up with the MM.

I looked at this yesterday and struggled - The only thing I could come up with was the following:

It is known that often the die cutters used two semi circles to make an 'S' - your coin appears to have two badly located semi-circles as its first character. If the bottom one was turned 180 Deg you would have something that looked like an 'S'.

This could bring us to the following possibilities:

SMHA/B
SMNA/B
SMKA/B

'M' could easily fit with your coins 2nd character.

I'd rule 'K' out as a possible 3rd and stick with 'H' or 'N', again possible if there is a little bit of crud clinging to the coin.

If you ignore the definite horizontal line on the 4th character it looks like an 'A' shape is present beneath it. The definite horizontal line could also be the top of a 'B' though!

More thinking required

I removed whatever crud I could without getting into the metal, but I still can't say for sure what it is. I could see where the 1st letter could be an S, but the 2nd letter just looks like to vertical lines and the 3rd letter looks like an O. Been starring at it for some time now, think I put it aside for now. This one may just remain a mystery.
