As I fill in my Roosevelt Album with proofs, I'm wondering if coins that don't exhibit a high level of frost (cameo or deep cameo) can still garner a higher grade. I have very nice proof strikes without much cameo, where would those grades land?

Proof is not a grade it is a manufacturing type. There seem to be three types of proof coins listed by TPG's proof, proof cameo, and deep proof cameo. the grade such as 65, is for the fineness of the coin. you could have proof or MS coins in varying degrees of grade 60 to 70.

Cameo coins are a bonus in many years of the proof struck coins, the coin grades the same with or without the cameo designation, consider cameo to be an extension of the grade rather than part of it.
