The only 1989 commem was the Bicentennial of Congress. Are you perhaps referring to the 1987 Constitution commem? Also, the investment grade bullion Eagles have never been directly sold by the US Mint due to the fluctuating nature of precious metals prices. I was going by memory--which fails in stunning fashion from time to time. As for the BU AGE, I know the Mint doesn't sell them directly now, but I really do think they sold them directly in '87.
