It is a bit difficult to grade from pictures. It seems like the grade on the holder may be accurate.

Uncirculated coins need a close look for a decent guess at the grade.
I can't tell if there is something going on around the "o" in "of" on the reverse and
on the lapel on the obverse.

Crop the pictures, they're mostly background and 2x2. To get a decent grade on an MS coin we have to be able to see it better.
