PCGS now offers a new service for damaged coins. You can finally get them slabbed with a grade, although not a numeric grade. NGC does the same.
ICG and ANACS however, will offer a full letter and numeric grade, in addition to listing the damage.
If you had a lightly cleaned VF35 1875 dime, where would you send it to?
PCGS would show: VF details - cleaned
ICG would show: VF35, cleaned.
What I'm getting at, is do you prefer the respectability of PCGS, even if the "details" grading is vague (VF20 is not VF35),
or do you go for a full grade from a service like ICG, even if it's not as highly respected as PCGS, although its grading is decent.

Option 3: send it to ICCS, which will give it F15, and no comment on the cleaning...oh wait...I'm not a preferred dealer, nevermind...it'll be "harshly cleaned" on my ICCS flip...
