Help-Me-Identify-This-Coin?

Both of these pics are the same coin that my dad found, I've translated some of the text with the people side, it has French Empire and Primary Education on it. On the side it says 1868-1869. Somebody please help me and if possible give me a sale price.

If you can't make sharper pix, write down the text, maybe someone will recognize it.

My guess it's not a coin, but a medal. There are thousands of times as many different medals as coins, making ID much more difficult.

If you can, weigh it in grams, grains or dwt. If you can't, is it light like an aluminum alloy, or dense like gold?

Is it a bright yellow color like brass, or a darker brown, like bronze?

What size is it? If you don't have a mm ruler, compare it to the size of a modern coin.

See how simple this is (I looked through several hundred pix, and couldn't even come close).

Yeah, if you can say just the text in french without translating it, I can do it and clearer pics would help. Maybe your not translating well enough, can't find it anywhere.
