This depends on how the roll was advertised. If the seller is advertising all "good" or better, they will all have to meet that criteria and price. If average circulated, all must meet the "AG" grades.
Small rim bumps or scratches will be overlooked if the majority of the coins match the low expectation.
For an average circualted roll, 90% must meet the "AG" grade for average. If full "good" or better, 100% must meet the standard.
