What is this coin and is it silver? It has "JJ" stamped on one side.

On the contrary, the information provided was sufficient to divine the "coin" in question (luckily).

It's a commemorative medal produced by a private company. I see listings indicating "layered in .999 fine silver" and such, so the coin itself has no silver content. Prices are all over the board, depending on who's selling. Here's a link to a bunch of them.
