It's a rim Cud. Part of the rim gutter of the die broke off.
Error coin writer and researcher.

I agree, definitely a Cud. Nice Obverse Error. I've been searching through tons of pennies and haven't found one like that. Way to Go.

Make sure you weigh ALL 1983 Pennies. Normal weight is 2.5g (copper/zinc). If you find one that is 3.1g (copper only) then you're in the money.
