It looks like its in two diffrent slabs... Obverse looks like its in NGC, and reverse looks like an ANACS slab.

Assuming those obverse fine lines are on the holder, I would say MS-64+

Even with the lines being on the holder, it looks to have a fair bit of chatter, but I can't tell. I'll shoot in the dark at 63.

The obverse lines seem to be on the coin if I'm not mistaken. I'd say definitely low-end MS.
