Whats the difference between a star at the beginning of the serial numbers or the end? Is one more valuable?

Just part of the design. Older notes had the stars preceding the serial numbers whereas newer notes have them after. Value still comes from condition and scarcity

It seems star notes have double the value of regular notes (but only after 75 years)

Value really depends upon rarity and demand. I have seen star notes sell for double face or more when just 10 or less years old. Like the $10 2004 A from Boston, which has a printage of 3.2 million. And the ones from Atlanta only had 9,600 printed, so those are really valuable. I imagine if you go to this site and go through the various denominations and series, you'll find a few more like them.
