I am looking at that coin and seeing absolutely nothing that could even be construed as purposeful toning. It has simple dark tonng around the outside perimeter, nothing special IMO.

The photo is inferior, but the worst I'd describe that one as is, "naturally toning after an old cleaning."

If you want bad artificial toning check out this guys auctions. I suppose he could have a tiem machine and brought that coin back from a collection 50 years in the future where it had toned naturally

^^ That's exactly what I was thinking ^^
If you look at the top right, it says "3 new & used from.." So I honestly wouldn't expect to receive the coin pictured if I were to buy that.
