It's a Belgian centime, like this one

Only yours is KM 33.1 - same thing with French legend (I can see some of it)

Edit: the French one on the WCG looks terrible, so I chose to display a Flemish one.

Many thanks svslav; it's seen better days but interesting.
I have many different kinds of Belgian coins; they seem to have more types over the last century than any other country.
