Thoughts on why this was graded MS64 by PCGS?

It certainly *looks* better than 64 in the photos, but those photos are poorly-focused and could hide a number of problems.

The strike looks to be a bit weak. I can't remember if that's a determining factor between MS64 and MS65. I agree about the photo quality.

On the reverse it looks like there are 5 gouges across the eagle's neck and some other odd things going on with the eagle's feathers.

It looks like there are some hairlines in the left obverse field, too.

There may be some scuffs on the face and in the fields.
