I came across the cent and would like to know if this is an 1885 or an overdate 1895 and why does the 8 and 9 not look right.

Looks like a normal 1895 indian. If an overdate, it would only be the second one known of the series, other than the 1888/7. What exactly are you referring to when you say the "8" and "9" look weird?

It appears to my eye that a tiny hit on the 9 has pushed the metal from the loop of the numeral outwards so that it now touches the tail of the 9. I'm seeing what appears to be a tiny impression or hit in the central area of that numeral. Also, there appears to be some residue within the loop area. Let's see what others say.

the bottom half of the 8 looks raised as tho it was joined on to the top half

On later die states, the "9" digits for many years begin to close up like seen here.
I don't see an overdate or RPD. Marks in the date area correspond to damage elsewhere on the coin.
Based on the pics, I would grade it around G-6 VG-8.

The 8 has sustained a hit in the center. On the 9 a die chip has joined the tail of the 9 to the loop above. This is a common occurrence when the 9 of this font is used.

I was never a fan of the lettering on the 1895 IHC,
the way the lower serif touches the upper loop of the "9".
Regardless that is a normal, slightly beat up, 1895.
