Photo is a little small but it looks like a die chip on the "R" and just overall worn and nicked.

Dear jacqueline,
The demands of commerce during the early years after the Great Depression required the mint to churn out greater and greater quantities of coins.
Quality control was sacrificed in the attempt to manufacture the coins and to release them into circulation.
And, after the USA entered the war all controls were forgotten.
Most likely a die chip on the "R" as John1 said.
