New Doubling Comparison For My 25th S Or W Mint

After reading JoeyZ76 Doubling Found on his 25th Anniversary Set Bullion Coin, I doubled checked my remaining 2 sets I kept before I sold my other 3 sets that I haven't checked for DD, and on one set the S or P mint coin have this Doubling I found in IGWT letters along with the dates, the rays behind L on liberty also shows some form strikes I am unsure of.

I am a little confused. You say the S or the P....which one is it exactly?

My error!

COA says San Francisco or West Point. no mint mark.

The COA is screwy! All those no mintmark coins were struck in SF.
The head honcho at the mint has verified that they were a special run and all came from SF.
Originaly PCGS was going to put (S) on the slabs but because of the COA they backed off.And PCGS called the mint directly and some airhead who didnt know what the heck they were talking about told PCGS that the no mintmark coins could have come from WP or SF so....PCGS decided to not put the (S) on the slabs.

I recall reading that article in Coin World, but somehow got confused myself that I thought was S or P.
