Ottoman Turkey, 10 para, which would be a quarter of a kurush (piastre).
The ascension date under the denomination is AH 1293 = Sultan Abdul Hamid II. The regnal year under the toughra looks like 27, which means the coin was made in AD 1901.

Pardon my ignorance. Are the lines inside the crescent moon writing- what does it say? And is there something written on the other side, or is it just ornamental? Thanks for the info kindly provided already. Oh, and what kind of metal is it? Probably not silver, just guessing from the appearance.

It is silver, but in very weak composition (10% silver only = 0.1000). Yes, the lines are writing.

Sorry, I cannot read Arabic alphabet (or know enough Turkish) nor I have any literature on the matter. I believe Sap has a book on reading Islamic coins, he may be able to help. I think inside the crescent there would be some kind of religious message. On ther bottom pic (by the way both images need to be turned about 90 degrees counterclockwise to be upright) there's the toughra, the sultan's signature with the year of reign of the sultan under it.
