Actually, most would consider that one a spender because there is still part of the white border at the top.

Heck I'd keep it. Anything with 1mm or less and I tend to hang on to it, especially silver certs, or less common denominations.

I have to agree with those that think it is a spender even in better condition. If there is still white all around the border IMO it would not carry a premium.
