I would like to ask the help of anyone who recognizes this coin. I remember seeing it years ago on ebay but did not take note of it other than the member called it "Octupus Man". That was the only thing that stuck in my mind.

It is copper, 20 mm and high relief. I may have it upside down for all I know, apoligies in advance.

Does anyone know which Indian Princely State or where, whom this coin belongs to ?

Yep, it's a mediaeval Sri Lankan copper massa. This page on the lakdiva site is an excellent at-a-glance identifier for the inscriptions on the most commonly encountered types of these coins.
