Some like this one had been polished in the past; not guilty! This appears to be some sort of badge, medal or what have you; made of brass and originally had a ring at the top; now broken off. The double sovereign piece shown would have been worn on the watch chain (also probably brass)of someone who liked to look good, but couldn't afford the real thing.
