Unknown 1814 Copper Piece

Unknown-1814-Copper-Piece

This well worn copper piece measures 27.2mm and weighs 5.47 grams. At first I thought it might be a Mexican revolutionary piece but after searching the SCWC found nothing like it. The eagle looks more like a scrawny US eagle as he has olive branchs in his left claw. When I tilt it I imagine I can see traces of a US shield on its chest. The date is very clear 18 - 14 at the bottom. There is a legend surroundinmg the eagle but I think I can make out HAT to the left of the eagle's right wing and P(space)EN to the left of the eagle's neck.

Anyone have any ideas what this is?

At first I thought this might be a Hard Times token, but considering the date I think it more likely to be what is sometimes known as a Conder; a UK merchant token. The spread eagle can be found on tokens from both countries.
