It's a very deteriorated die. Each time a die strikes a coin, the die suffers a small amount of wear. Over tens and hundreds of thousands of strikes, the die erodes away significantly, and accumulates chips and cracks creating artifacts like the blobby appearance of this dime.

The coin looks plated or remaufactured and etched in my opinion
