Neither rare,nor mint error,it's a magician coin.
Almost all are produced as CaptainFwiffo has described.

please measure dimensions and check the weight.

Looks to me like the bottom pix was the original reverse, with the cutout inside the beading. It would take clearer pix to be sure of that aspect.

What's for sure is that this coin was modified outside the mint.
