" The eagle die was used in conjunction with at least three other dies, including yours. Most commonly seen is one with the eagle in combination with a die which depicts a warship and the word VIRGINIA above. Although it has been attributed as a military token, I'm 100% sure that it was issued for the 1907 Jamestown Exposition. Another combination with the eagle die is a die which has (if my memory is correct) the dates 1806 and 1906.
"With the exception of the 1907 piece, I have no idea what these tokens were used for. However, I'm sure yours was struck during the same time period as the others (1900-1910)."
