Two Dates On Coin Queen Victoria

This coin has two dates. Not sure which is the real one, (the lastest date should be) One side shows the Duke of Cumberland riding over a dragon while the other side shows Queen Victoria 1837 (start her reign). This appears as some sort of token as it has no demonimation. Which is the correct date for this token/coin?

1837 is the date of the event this card counter "commemorates". The older date has to be the one of the issue.

Also these tokens are known for being dated "loosely"

1837 was also the start of his reign: hence the words "to Hanover", as he rushed off to take up his new position.
is the 2nd date 1840 or 1849, please ?
