Asians are big into numerology (along with feng shui and other things) and the number 8 is the most important- it means prosperity or fortune. A series of 8s means multiple levels of prosperity, the more 8s the better. A few years ago, a Hong Kong businessman paid in excess of $100,000 for a vehicle license plate for his car that was eight 8s.
As an aside, I think that it is kind of hokey for the BEP to be selling "lucky money"
