Help With Sale Problem

I have been buying a lot of coins from CCF members lately and have had no problems, till now.

The seller mailed the package on Mar. 2 I think, he won't answer any of my emails asking when he did post the package. It is coming from the western part of the US to northern Ontario, so that's 24 days now, it only took 14 days before.

Now my ? is how do I go about getting my money back ? or am out this money?
It was paid with Pay Pal.

I'm NOT blaming the seller, provided he did post on Mar.2
