Hi guys

Can anyone tell me why the date is double struck below the word Canada and the reverse legend is struck above the letters...?

Should they not be struck the same...?

Flat & shelf like in appearance. I do not see any separation. I agree with nickelsguy...MDD. Still a fun find and I usually keep nice MDD coins just for a reference. I keep any coin that has eye appeal to me. :)
Rest in Peace
