In the end, who's the TRUE winner (ie: they would win regardless of outcome): The states that run the program. Just like the casino - the house ALWAYS win! Stupid is scratch offs, where even if you win, the best prize money will buy a decent car, and half the incoming money is kept, so even if you bought every ticket, you'd lose 50%.
