I am assuming this is Russian strictly from the reverse lettering. What I do not know is it's value/conversion, or it's grade. Is this a circulation coin or a commem? Any thoughts from the world collectors?

Yes, it's Russian. CCCP is USSR in Cyrillic. It's a commemorative for the Moscow Olympics, 1980 - you can see the games logo in the top right, above the athlete's elbow. It's silver, made in Unc and Proof versions; can't tell which that is, but it's probably Unc. Not much difference in CV, anyway; they're only listed at just above bullion value. Krause may be underestimating this.

The theme is "lifting of the weight. I assume it's a hammer-thrower or some such.
