Amaths is correct. Only the Knowledge Toonie was produced for circulation. The others were just part of uncirculated sets.

Is it the same for 1999, were there regular toonies for circulation?

In 1999 only the Nunavut Reverse toonie was produced for circulation. The rest were included in various sets.

1999 regular toonie exists. By looking at the mintage from the link below, it can be seen that it was not meant for circulation.
