At the $399 opening bid, you are taking a huge chance that this coin hits the MS-65 grade. If you hit the 64 red, you overpaid by a bunch.
With the lighting on the coin, it is hard to tell if this coin has been wiped. Looks like small marks running left to right. Look near the stars 7, 9, and 10 for what appears to be wipe marks.
The reverse looks a bit blotchy around the ITED in united and the St in states. Could be the pics provided, but overall I would not touch this one sight unseen.

Here is another thought. If this person beleives that the coin would grade MS-65 why not pay the $28 to slab the coin and bring the price up to $645.00?

I agree. I just liked the look of it; I would NEVER bid on this coin at this price. I should have clarified that in my initial response.

Additional Info: I thought I would take a look at it and see if I could attribute it. The lower curls are very odd, showing closed curls where they should be open. The tip of the curl closest to the date is not a tip, but part of a closed curl. I don't know if this is an alteration, but it is enough for me to feel that there is something up with this coin. The surface is a bit shiny for a brown coin, also. Just some food for thought.

After looking at both sides, all I can say is "I'll pass on this one!
