Sealed Brinks Box With Searched Rolls?

The last two boxes of halves I've gotten from my regular pick-up have had searched rolls in them. They're String & Sons rolls (not the usual Brinks rolls) that have been searched through and then re-folded on one end.

The weird thing is that it's a Brinks box with the usual paper seal.

I guess they're not even re-rolling the halves they get, and they're just stuffing customer-wrapped rolls in boxes and sending them back out? Serves us right, I guess...
