Is This A Rare Coin? | Pennsylvania Quarter, Missing "1"

I have had this coin since it was issued in 1999, my son collected the states so I keept an eye out for the new one's. when I got this I noticed the 1 was missing from 1787, I did few internet searches and came up with noting, and then forgot about it...as I was looking for something I came across it again today.. Figuring since over 11 has passed, there maybe something about it now on the internet... I was expecting this to be common, but,Still nothing? do I have the only one this happened too? is this rare? And I'd agree with John1's diagnosis: it's a "filled die", a minor error. The "1" isn't completely missing, just weak.
