From what I can find, the countries where "Mil" was used that fit with arabic were Jordan, Palestine, Tunisia and Egypt, but I cannot find any coin from those countries that look like this. The part of the arabic script I can read says "Bar Mohammed Ali Alkabri" (or maybe al-kabri or alkabry). I can't find any famous person by that name through google.

The guy playing football at the back suggests it is fairly modern (last 50-60 years?).

Actually football is very popular in the Middle East. One way they tried to fix the relationship between the US and Iran in early 2000's was a series of football matches.
