It has a cool blue luster but not sure what caused the reverse too look this way

It may have had glue on it at one time.That would keep the surface from oxidizing,Peel the glue off and you have a two toned Lincoln

It might be that it was sitting on top of another coin for enough time to oxidize except for the covered area. I would think glue would have left a more defined separation in the two toned areas.

It does look like something covered it.I have seen some strange tones on pennies. Maybe someone tried cleaning it just to try out a solution on it?
